When the order came for workers and students to stay home, mass transit ridership plummeted. It may take a long time to return to pre-COVID levels, and all those trains and buses and people to operate them cost money, big money.

The Reason Foundation, a libertarian think tank, suggests scrapping the old way of thinking about transit and riders, because the conditions have changed.

A recent policy brief lays out the case; Reason Foundation Vice-President Adrian Moore visits to detail the recommendations.
