A person recycles a glass beverage bottle at an automated sorting machine. Many private recycling redemption centers are struggling with rising costs and stagnant reimbursement rates.

The state that made bottle recycling a matter of law has some issues with its law. Oregon's dime-a-container beverage system was recently audited by the Secretary of State's office.

The report found some issues, including a lack of enthusiasm from some Oregonians for returning bottles, coupled with a "poaching" mentality from people coming in from Washington to cash in on bottles and cans for which they paid no deposit.

Two guests from the Audit Division lay out the findings: Audit Director Kip Memmott and Audit Manager Ian Green.
