Candidates for California’s 2nd Congressional District met at a League of Women Voters forum in Redding, debating health care, immigration and election policy in a newly redrawn region.

Supporters of opening primaries to all voters started fresh on Monday with a new proposed ballot measure that would prohibit closed primaries beginning in 2027.
