Oregon's odd-year legislative sessions are always a combination of marathon and sprint, but this year's was exceptional.
Legislators came into the session expecting to have to make deep cuts to state services. Instead, infusions of federal cash combined with higher-than-expected tax revenues gave House and Senate a huge amount of money to work with. The budget adopted was more than ten percent higher than what the governor had requested.
