There are situations outside of the elections process that work against our professed belief in majority rule. Like the Electoral College, which can award the presidency to the loser of the popular vote. And gerrymandering, which can essentially pen people behind district boundaries in a way that gives an advantage to one political party that straight lines would not afford.
