Measure 15-189 would change the city charter to spell out the duties of the city manager, replacing the less-described position of city administrator and transferring some executive duties from mayor to manager. Not surprisingly, a former mayor came out against, while a former administrator came out in support.
We visit with charter change supporter Stephen Jensen, a council member, and opponent Julian Bell from the city Parks Commission.
And we get third-party perspective from Phillip Cooper, a professor of local government at Portland State University.
