A series of proposed bills in the Oregon legislature could alter the state’s new recreational marijuana law before it is implemented.
One proposed change to Measure 91 would give local governments the ability to prohibit sales or impose taxes.
Oregon ACLU director David Fidanque says that could create a patchwork tax system benefiting the underground market: “For the criminal market to be eliminated, we must have a uniform tax level statewide and uniform regulations for producers, distributors and retail outlets.”
Another proposed change could affect the state’s existing medical marijuana law. It would transfer oversight of medical marijuana dispensaries from the Oregon Health Authority to the Oregon Liquor Control Commission.
argue this could hurt medical marijuana users on fixed incomes, and say that some of the proposed legislation would undermine the existing law that voters approved back in November.
