Understanding The Latest Western Climate Pact

The inability of Congress to agree on much of anything slows down legislation in many fronts. 

Climate change is one of these, and political leaders in the West are not waiting around.  The governors of California, Oregon and Washington recently signed a new climate change pact with the premier of British Columbia. 

Environment California is one of many groups that pushed for the change; we talk to its legislative director about what might happen next--and what his group would like to see.
