Yes, there is nicotine in the devices, but no actual tobacco. Users do inhale burned nicotine and other substances, but in the form of vapor, not smoke. Oregon's legislature was considering a couple of bills to regulate who can buy e-cigs and where they can be used, but politics and the crush of work in the short session killed the bills in committee.
