Oregon's short 2014 legislative session will end without new regulations on new cigarettes.

Electronic or “E-cigarettes” came on the market fast enough to catch many regulators by surprise.

Yes, there is nicotine in the devices, but no actual tobacco.  Users do inhale burned nicotine and other substances, but in the form of vapor, not smoke.  Oregon's legislature was considering a couple of bills to regulate who can buy e-cigs and where they can be used, but politics and the crush of work in the short session killed the bills in committee.

Eugene house member Phil Barnhart discusses the issues.
