Oregon's legislature had a lot more money to spend this year than legislators expected.
And the phenomenon was not limited to Oregon... a combination of better-than-expected revenues AND federal COVID-relief cash made for easy budgeting in many states.
That's one finding of the 2021 Legislative Review of the Pew Charitable Trusts. The review looks at other state legislative action, including the rash of bills limiting voting times and places.
