Cap-and-trade through other means: Oregon's Climate Protection Program

The Oregon Legislature could not get the job done, so the governor made it happen. The job in question is the creation of a system like cap-and-trade to reduce greenhouse gas emissions in Oregon.

The legislature failed to pass a program, so Governor Kate Brown, in an executive order, instructed the Department of Environmental Quality to devise one.

The Environmental Quality Commission overseeing the department just voted to put the system in place.
