Oregon's foster care system for children already had a number of challenges in carrying out its mission. Then came the COVID-19 pandemic, and physical distancing guidelines stopped caseworkers from making their monthly visits to children in care.
The guidelines also put a temporary halt on parents seeing their own children who are in foster care. Electronic visits have replaced physical ones.
